FAQ and Electricity Rates Information

What is an ESCO?
In the RG&E Voice Your Choice kits, they frequently mention the word ESCO, which stands for an Energy Service Company. The Village of Hilton is considered an ESCO because we supply electricity to consumers.

How much can I save?
Retail access credit: RG&E gives a $.004/per kilowatt (kw) credit every month to any customer who chooses to purchase their electricity from an ESCO. This credit applies to all rate plans. An average residential usage is approximately 10,000/kilowatts per year which would equal an annual savings of $40.00.

▪ 2008 Fixed rate plan:

RG&E supply rate is $.092/per kw
Hilton supply rate is $.085/per kw
Savings of $.007/per kw

Using the same average of 10,000/kw per year, an additional savings of $70.00 can be achieved.
The more electricity used, the higher the savings!

- The fixed rate for commercial customers for 2008 are as follows:

Accounts with an RGE service class of SC2 @ .085/kw
Accounts with an RGE service class of SC3 or SC7 @ $.087/kw
Accounts with an RGE service class of SC8 or SC9 @ $.106/kw

▪ 2008 Variable rate plan: The supply charges vary from month to month as the electricity market changes. For the period January 1st - August 31st, 2007, Hilton’s variable rate outperformed the RG&E variable rate by 1.5%. The RG&E retail access credit applies to this plan as well.

▪ Sales tax no longer applies to the RG&E delivery charges for Hilton businesses.


RG&E transistion rate:
Every month, RG&E bills all customers a transition rate as part of their delivery charges. Below
is a comparison of how this rate is billed:

RG&E fixed rate plan = fixed transition rate
Hilton fixed rate plan = variable transition rate

RG&E variable rate plan = variable transition rate
Hilton variable rate plan = variable transition rate


How do I enroll?
We have made the enrollment process as easy as possible:

Existing Hilton customers: If you want to remain with Village of Hilton you do NOT have to notify us OR RG&E. If you want to switch to another ESCO or to RG&E, you MUST contact RG&E
If a customer wants to switch to a different rate plan, a new enrollment application must be sent to the Village Office.

how many bills will I receive?
Two. You will receive a bill each month from RG&E for delivery charges and one bill from the Village of Hilton for the actual supply of the electricity.

Is there a fee to enroll?
No, there are no fees for enrolling in the program.

Is there a contract or a term?
Yes. When you enroll with the Village of Hilton, we are purchasing your annual electricity supply for the entire 2008 year. However, if you are not completely satisfied with our service or the savings you receive, you can return your account to RG&E but we charge a $35.00 early termination fee.

How do I pay my bill?
▪ You can mail a check to the Village of Hilton at 59 Henry Street, Hilton, NY 14468
▪ Visit us in person at the Hilton Community Center located at 59 Henry Street.
▪ We offer an Automatic Bill Payment program which deducts the amount owed every month on the due date from your bank account. This is a free service and the Village of Hilton will continue to send monthly statements for your records.

Who reads my electric meter?
RG&E will continue to read the meter at your home or business.

Can I still read my own meter(s)?
Yes. Continue to communicate your meter readings to RG&E in the same manner as before.

When will my electricity service start with the Village of Hilton?
If a customer enrollment application is received in the Village Office by December 5th 2007, RG&E will switch your account to the Village of Hilton effective on your January 2008 meter reading date. Your first bill from the Village of Hilton would be mailed in the month of February. If the enrollment application is received after December 5th, the switch will not become effective until the February meter reading date.

Is a deposit required for signup?
No, a deposit is not required.

Is a credit check performed on all customers?
Upon receipt of an application for enrollment, an RG&E credit check is performed on all customers before service is approved. If your application is denied for any reason, we will so notify you within 3 business days.

Who is eligible to enroll?
Any resident or business located in the Village of Hilton or Town of Parma is eligible. However, any person who applies for enrollment in the Municipal Electric Utility must be the owner of the property for which service is requested. The Village Board reserves the right to refuse service to any applicant who does not have a good credit standing with RG&E or for whom we feel may be a credit risk.
